ECA Liquefaction Project

ECA LNG Phase 1 will be built and operated by Sempra LNG and IEnova, Sempra Energy’s subsidiary in Mexico, as a single-train liquefaction facility with a nameplate capacity of 3.25 million tonnes per annum (Mtpa) of LNG and an initial offtake capacity of approximately 2.5 Mtpa of LNG.

Phase 1 will be located adjacent to the ECA terminal and will utilize the existing infrastructure, including one marine berth and breakwater, two LNG tanks of 160,000 cubic meters each, LNG vaporizers, nitrogen injection facility and pipeline interconnections.

ECA LNG Phase 2 is being developed to add approximately 12 Mtpa of LNG export capacity.

Project Benefits

Adding liquefaction capabilities at Energia Costa Azul is anticipated to create significant benefits to the U.S. and Mexico, and provide access to cost-competitive LNG to worldwide partners.

The execution of the project will be guided by a clear policy promoting local content to ensure that the highest possible percentage of goods, services and labor originate in Baja California, and specifically in the city of Ensenada, where the project is located.

The project would create approximately 3,000 jobs during construction plus approximately 10,000 direct, indirect and induced jobs across the Mexican economy. There will be about 200 highly qualified permanent jobs once operations begin. Several thousand additional jobs are expected during Phase 2.

The project is also expected to create an additional 6,000 U.S. jobs due to ancillary economic activity.

The project would increase trade between Mexico and countries in the Pacific Basin and help strengthen trade with world partners.

In partnership with community leaders, social organizations and local authorities, ECA is supporting several important social infrastructure projects for the well-being of the people of Ensenada.
